 Overview

The SmartLinx® Comprehensive Person Report deploys sophisticated matching and linking technology and combines multiple public record sources and private data sources on a person into a single report. However, there are times when there is not enough Personal Identifiable Information (PII) or public records to build a report on a subject. 

Due to the nature of the matching and linking technology, it is possible that public records data on a subject may not be pulled into the report. Generally, this is due to the lack of identifying information in which we cannot definitively determine the data is connected to the subject. Therefore, in some cases it may be necessary to search individual public record sources. 

You may see risk indicators shaped like flags next to information contained in the SmartLinx Comprehensive Reports. The purpose of these risk flags is to alert the you of additional information about the data. The presence of a Risk Indicators Flags does not imply that there is a definite occurrence of fraud or risk. However, we want to bring this to your attention as you want to further investigate the information flagged.

 June 2023 New Smartlinx Comprehensive Person Report Highlights


SmartLinx® Comprehensive Reports gather many public records into one easy to read report that shows relationships, assets, contact info, derogatory information and more. The SmartLinx Comprehensive Person Report has been enhanced with a new look and feel, featuring more color and updated fonts. Enhancements also include new content, functionality and organization. The following are some highlights of the newly formatted report released in June 2023:
 
  • Navigation - many portions of the report can be expanded or collapsed, allowing to view or hide specific information.
    • Some sections have a Details drop down allowing for the ability to hide or display details of each section.  For example, the information that appeared in the Address Details section in the old report can now be displayed or hidden from the Address Summary section using the Details drop down.  Click here to view a screen shot.
       
    • Many sections of the report have check boxes to hide or display specific types of information.  For example, in the License/Voter section, Other Licenses subsection, use the check boxes at the top right to hide or display Voter Registrations, Professional Licenses or Other Licenses.  Click here to view a screen shot.

      Note: View settings selected in the various sections will “stick” or follow through to printed and downloaded reports.
       
  • A new At a Glance section can be used to quickly identify the number of documents in each section.  Click here to view a screenshot. 
     
  • Phone Summary - The cellular and landline phone information previously located in the Cellular and Alternate Phone section of the old report is now located under the section Phone Summary
     
  • Previously their own separate sections, Relatives, Business Associates, Person Associates, Neighbors, and Employers are now all located under one section entitled Associates.
     
  • Possible Criminal Records now allow the use of check boxes to filter results by criminal court records, arrest records, sex offenders (previously in it's own section), or department of collections.  Click here to view a screenshot.
     
  • Previously, Health Care Providers and Health Care Sanctions were sections of the report.  In the new report, that information is now located under License Voter>Professional Licenses.
     
  • The Fictitious Business section and data is no longer a part of the Smartlinx Comprehensive Person Report.  However, they remain in the SmartLinx Comprehensive Business Report (Name Variations) and it remains a standalone source to search on the Public Records Main Menu.  Robust business information is in the Associates section of the SmartLinx Comprehensive Person Report, including Possible Employers, Possible Education, Business Associates and the new Business Connections information.

 SmartLinx Comprehensive Person Report Sources

Multiple sources are used to build the SmartLinx Comprehensive Person Report. Refer to the Source information document for a list of public record sources. Many of these sources exist as an individual source on the PRA platform. However, some data is mined from private data sources and some of these sources do not have their own individual databases. 

The following is a list of private data sources:

  • Business Registrations 
  • Electronic Directory Assistance
  • Fictitious Business Names
  • Professional Licenses  

All sources contained within a SmartLinx Comprehensive Report are pulled into the report regardless of your subscription.

Search Form

The following is a list available fields on the search form:

  • Individual's Name (First, Middle, Last)
  • SSN (can also enter a ITIN)
  • LexID - LexID is a unique 12 digit number
  • Address (Street, City, State, Zip Code)
  • Telephone Number
  • Date of Birth

The search form also offers these additional Advanced search features:

  • Strict Search - helps to narrow results to the name entered. However, this does not guarantee an exact match. For more information, see Form Search For Public Records .
  • Find similar sounding last names
  • Find nicknames of first name
  • Address Radius (only applies when entering an address)
  • Age Range
  • Other identifying information (Alias, other relatives' name, etc.)

 Results List

The following is a list of different pieces of information that may appear on the result list page. The information that displays depends on the search criteria, permissible uses, and the data available on the individual.  To open the report on a given person, point and click on the person's name(s) in the left hand column under the heading Full Name.  There are times when there is not enough Personal Identifiable Information (PII) or public records to build a report on a subject.  In theses instances, the name in the Full Name column is not a clickable link, appearing in black text. 

Click Searches - allows you to perform additional searches when you click on the links under the address, phone number and social security number columns.

Full Name Column

  • Name - displays the name of the subject of the report. In many cases several names are listed as these are name variations associated with the subject. The data associated with these name variations are rolled into the report. 
    Note: If there is not enough data to build a report, the Name does not display a link. 
  • Gender
  • DOB and Age 
  • Social Media Locator Link - clicking this link runs a search in the Social Media Locator.

Address Column

  • Address - displays addresses linked to the subject. 
  • Date Indicators - Dates as reported by our vendor indicate a link to that address during that time. Dates are typically only MM/YYYY and may also reflect a range (eg - MM/YYYY - MM/YYYY). These dates are not meant to identify the timeframe as to when the subject lived at that address. Nor can it be used to determine the subjects current address. We can only say that we have data that links the individual to that address over the period of time indicated. 
    Note - Not every address listed has a date associated with it.

Phone Column

  • Telephone Phone Numbers - phone numbers associated with the subject of the report.

SSN Column

  • Social Security Number - the SSN for the subject of the report if available.
  • ITIN - Individual Taxpayer Identification Number if available
  • LexID - displays the LexID associated with the subject of the report if available. 

A Copy icon is available from the Results list. The Copy feature allows you to copy the information contained in the Results List into Word or Excel documents.

When you click Copy, a new window opens and the information from the cite list for that result is placed in the your's clipboard. You can then paste the data into another application.

 Report Navigation 

You have several options when you view the report:

  • Scroll through the contents of the report using the scroll browse on the far right-hand side of the page.
  • Click on a specific section of the report via the Content Included in Report on the left-hand side of the page. 
  • Link to key information from the At a Glance section of Person Summary.
  • Collapse Report SectionExpand Report Section - click on the Minus sign or Plus sign to collapse or expand each section. This appears in the header of each section.
  • Collapse/Expand content via the Details button above each section
  • Show or hide content using +/- next to line items in some sections
  • Select content specific check boxes to show or hide information in some sections

There are many actions throughout the report which allow you to gather additional information on the subjects in the report. 

  • View Sources / View All Sources - click on these links to view the source documents used to compile that section of the report. Click Return to Results to get back to the report.
  • Get Report - click on this link to run a SmartLinx Comprehensive Report on an individual or location. This displays when there is a LexID for the individual. 
  • Search For - click on this to run a search in the SmartLinx Comprehensive Person Report. Displays when there is no LexID for the individual.

You may incur additional charges for linking out to additional reports. For example, you may be charged when clicking "Get Report" for a relative within a person report.

 Report Format

The SmartLinx Comprehensive Person Report is broken down into multiple sections. The following is list of some of the sections highlighting unique information details within the sections:

Person Summary

The Person Summary contains the following if available:

  • Name
  • Address
  • County
  • Phone
  • LexID
  • SSNs
  • DOBs
  • Email
  • At a Glance with links to key sections of the report
  • Name Variations, SSN Summary, and DOB summary
    NoteOthers Using SSN section provides names of individuals who have been linked to the same SSN of the subject of the report. In other words, we have data in our system indicating they have the same SSN. In many cases, this may simply be a typographical error from the vendor as the 2 individuals have identical numbers with the exception of 1 digit. There is a disclaimer stating that there may be errors in the data. Therefore, this usually does not indicate any type of fraud or deception.
  • Physical Description - if available and an applicable Permissible Use other than No permissible Use has been selected for DPPA. Information that may appears in this section as available includes hair color, eye color, height, weight and identifying marks.

 

Address Summary

A list of addresses associated with the subject of the report.

  • Status - with a current/prior indicator.
  • To-From - the dates included indicate that we have data that ties the subject to that address over that period of time. 
  • Phone - a number tied to that address
  • Actions - Provides links to the Property History Report and the Location Report

Expanded Details may include the following:

  • Census Data for Geographical Region
    • median head of household age
    • median income
    • median home value
    • median education
  • Names of Household member
  • Names of Other Associates

Note: Minors are not included in household members or other associates.

Phone Summary

Consolidates all the cell and other numbers we have all in one concise section of detailed phone info. 
Note: All of the data sources that were in the retired report section entitled Cellular and Alternate Phones are now located in the Phone Summary section of the new report.  As was the case with the retired report, the source Cellular and Alternate Phones Plus is a source available under Content Excluded from Report.

Licenses/Voter

The Licenses/Voter section contains:
  • Professional Licenses
  • Driver's Licenses - If DPPA a permissible use is selected, then DPPA regulated Driver's License information will be pulled into the report, if available.  If I have no permissible use is selected for DPPA, it is still possible that Non-governmental sources of driver's license information are pulled into this section. 
  • Pilot Licenses
  • Hunting/Fishing Licenses
  • Voter Registrations
  • Health Care Providers - contains licensing information on medical providers and dentists from various state licensing boards and agencies across the United States. There is also a link to Health Care Providers in the Further Searches section, which opens the Health Care Provider search form where you can run a search. You should expect to see this information contained within the SmartLinx Comprehensive Report.
  • Health Care Provider Sanctions - contains thousands of health care providers that have sanctions which prohibit them from performing services and/or submitting claims. There is also a link to Health Care Sanctions within the Further Searches section, which opens the Health Care Provider Sanctions search form where you can run a search. You should expect to see this information contained within the SmartLinx Comprehensive Report. 


Real Property

Contains properties the subject is tied to, typically as an Owner, Buyer, or Seller. 
 

Personal Property

May contain Motor Vehicle, Watercraft, or Aircraft registrations.

Note - It is possible that Non-governmental sources not regulated by DPPA are pulled into Personal Property even with I have no permissible use selected for DPPA. 

Possible Education

Contains post-secondary (college) education, when available.

This information is derived primarily from historical and current student directories. The earliest possible graduation year is 1980.

The following is a list of possible data fields. Not all fields are populated.

  • Student Information
    • Name
    • High School Graduation Year
    • Phone and Address
    • Major
    • Class Rank
    • Student Status
    • Years Since High School Graduation
  • College Information
    • College Name
    • Level of Degree
    • Type of University

Possible Criminal/Arrest

Allow the use of check boxes to filter results by criminal court records, arrest records, sex offenders or department of collections. Sex Offender information is rolled into this section as of June 2023. 


Bankruptcy

Bankruptcy will show Type (eg, Chapter), Status, Filing Date, Case Number, and Jurisdiction.  Additional details can be expanded. 


Judgment / Liens

Displays Type, Status, Amount if applicable, File Date, File Number, and Jurisdiction.  Additional details can be expanded.
 

UCC Filings

Show Debtor and Show Creditor are options that can be chosen to view or hide those records where the subject is one or the other.  Display fields include Role (eg, Debtor or Creditor), Status, File Date, File Number, Jurisdiction, and Filing Type.  Additional details can be expanded. 

Associates

As available, may contain the following:

  • Possible Relatives - Provide a degree of relationship to the Subject of the search. Related does not necessarily mean a "blood" relationship but rather a data relationship.  
    • 1st degree relatives are directly related to the subject in some way and are typically a spouse or blood relative.
    • 2nd degree relatives are related to one or more of the subject's first degree relatives.
    • 3rd degree relatives are related to one or more of the subject's second degree relatives.
      Note - Date of birth, Date of Death, and AKA/Alias information for Possible Relatives will be available in a future release.  These details may be obtained by linking to the report for the relative in question. 
  • Person Associates - The individuals listed under the Person Associates are people who have shared the same address in the same time frame as the individual searched.
  • Neighbors - Names and addresses of those with an address in close proximity to the subject.
  • Business Connections - The Subject is likely associated with this business through an operational or managerial role.
  • Possible Employers - List organizations the subject may have worked for.  A confidence score displays in each record. The confidence level relates to the data source and not the confidence regarding whether an individual is working with a specific employer. Scores are assigned to sources based upon the weight given the information. High may mean that the source is very reliable and/or we have multiple sources for the information. Medium may mean a single source or the type of source that provided the information.
  • Business Associates - Businesses that the subject is associated with, for example a business that bought or sold a property from the subject or a mortgage or lease provider.  Another example is if an individual is listed as a current or historical contact, registered agent on a Corporation Filings record. Co-appearance in a source record qualifies as a business association. 
    Note - There are 2 sources for Employment Locator information within public records:
    • Employment Locator Plus - This is a standalone source and is not included in the SmartLinx Comprehensive Report.
    • Employment Locator - This is not a standalone source and is included in the SmartLinx Comprehensive Person Report. 
Employment Locator Plus includes all sources contained in Employment Locator along with additional sources. Therefore, it possible to locate additional employment information within Employment Locator Plus.

 

 

Cellular & Alternate Phones

There are 2 sources for Cellular & Alternate Phone Numbers within public records:

  • Cellular & Alternate Phone Numbers Plus - This is a standalone source and is not included in the SmartLinx Comprehensive Report.
  • Cellular & Alternate Phones- This is not a standalone source and is included in the SmartLinx Comprehensive Person Report. 
 

Source Information

The source information section allows you to see the sources that were utilized to build the report. Each source type has a link which displays the number of records for a particular source type record. Click Return to Results to return to the report.

There are a few Person Locator sources that display in the Source Documents.

 Content Excluded from Report

Content Excluded from Report provides links to sources not included in the SmartLinx Comprehensive Person Report.

 Alerts

The SmartLinx Comprehensive Person Report offers an Alert feature. However, only certain sections of a report are monitored for updates. 

The email delivery notification does not highlight what has changed in the report. You must sign in and view the report to try and determine what has changed. However, sometimes the information that changed is behind the scenes and is not displayed in the report. 

Take the following steps to create an Alert:

  1. Click the Save as Alert link located on the right-hand side of the page.
  2. Check the sections to be monitored - select all section or checkmark specific sections.
  3. Enter a Name for the Alert.
  4. Set Frequency.
  5. Specify Delivery.

The following sections are available to be monitored:

  • Name
  • Status
    Note:  The "Status" checkbox is to monitor whether or not the consumer is deceased.
  • Bankruptcy*
  • Names Associated with Subject (AKA)*
  • Phone
  • Assets
  • Sexual Offenses*
  • People at Work*
  • SSN
  • Death Records*
  • Judgments & Liens
  • Address
  • Real Property & Foreclosures
  • Uniform Commercial Code*
  • Possible Criminal Records*

    Note - * and bolded above denotes new sections that can be included in Alerts.  If you have an existing Alert running any of these sections can be added to your Alert via the Manage Alert pages.

 Document Delivery

The following delivery options are available for SmartLinx Comprehensive reports:

  • Print
  • Download
  • Email
  • Text only
    Note - the .xlsx format is not available for, or within, the Comprehensive Reports.  However, the .xlsx format is available for the individual sources within public records.  For more information regarding delivery options for public records sources other than the Comprehensive Reports, please see LexisNexis Public Records Document Delivery Options .

Results can be delivered in the Full or Results List format.

To deliver or view select sections of the report, click on the minus sign (Collapse Report Section), which is located to the left of each section heading within the report. This prevents the data within the section from being delivered and instead lists the Section Heading and number of records found.

A Table of Contents feature is shown when using the Print, Download, or Email functions.

The TOC includes the following:

  • All sections of the report, even those with 0 documents.
  • Each section with its corresponding page number (located on right hand side)
  • Each section hyperlinks to the corresponding section of the report.

There are no document delivery charges for public records.

 Document Limits

The following information provides the limitations within each section of the SmartLinx Comprehensive Report:

  • Addresses - the first 100 addresses are returned in alphabetical order by state name in the MSA column
  • Aircraft - the first 50 records are returned based on how closely the records match the search input
  • Bankruptcies - the first 50 bankruptcies are returned in alphabetical order by filing state and then numerical order by case number
  • Business Associates - the first 50 associates are returned in alphabetical order
  • Foreclosures - up to 50 records are returned and they are sorted in ascending order on all fields
  • Judgments and Liens - the first 100 judgment and liens are returned in reverse chronological order (regardless whether the subject searched was a debtor or creditor)
  • Motor Vehicles - the first 100 records are returned based on how closely the records match the search input
  • Name Variations/DBA - the first 100 business names are returned in alphabetical order
  • Neighbors - can display a maximum of 20 results
  • Notice of Defaults - up to 50 records are returned and they are sorted in ascending order on all fields
  • Person Associates - the first 50 individuals are returned in alphabetical order by associate's last name
  • Phone Summary - the first 100 phones are returned in numerical order
  • Potential Relatives - can display a maximum of 20 results
  • Professional Licenses - the first 50 records returned in alphabetical order individual's last name
  • Real Property - the first 100 records are returned based on how closely the records match the search input
  • UCC Liens - the first 100 UCC filings are returned in reverse chronological order (regardless whether the subject searched was a debtor or secured party)
  • Watercraft - the first 50 records are returned based on how closely the records match the search input

Miscellaneous

Record Type - this indicates if the person is listed as a historical or current contact within the filing. 

Record Date - this is the date the information was processed by LexisNexis® and entered into the database. This displays in the corporation filing as Date Last Seen.

While the information is pulled from a corporation filing, the source document displays as Corporate Affiliations. This is not the same as LexisNexis® Corporate Affiliations. The Corporate Affiliations source documents don't display the entire Corporation Filing, but instead just display a portion of the corporation filing. FAQ – Where Do I Find…

 
Q:  Where is the Cellular and Alternate Phone section? 
A:  It no longer exists. Instead, cell phones are identified as WIRELESS and are now included in a Phones Summary section toward the top of the report. Results are improved  with more cell phone numbers and details about phone type, carrier, listing name and to-from dates.

Q: Where is the Address Details section of the Report? 
A:  Now found in the Address Summary when the Details Arrow or +/- symbol is selected.

Q: Where are Health Care Provider and Health Care Provider Sanctions?  
A:  In the Professional Licenses results (will not be called out as coming from Health Care Provider or Health Care Provider Sanctions, but content is among the sources powering the Professional License results).

Q: Where are Utility records?  
A:  There is no longer a separate heading for utility records.  They are included in the Phone Summary if available.

Q: Where are Hunting and Fishing Licenses, Concealed Weapons and Pilot Licenses? 
A:  Look in the License section, and “Other Licenses” subsection.

Q: Where are Voting Registrations? 
A:  These are included in the License section under “Other Licenses”.

Q: Where are Fictitious Business Records? 
A:  Fictitious Business Records are now included within the Business Connections results (will not be called out as coming from Fictitious Businesses, but content is among the sources powering the Business Connections results).

Q: Where are Notice of Defaults?
A: Notice of Defaults appear in the Real Property section. Expand each Real Property record in the Real Property section with the +/- to view the Notice of Default.

Q: Where are Sex Offender Records?
A: Included in Criminal Records

Q: Why is Cellular and Alternate Phones now under Content Excluded from the Report?
A: Its not.  The sources and information that were previously available under Cellular and Alternate Phones are now located under the section entitled Phone Summary.  As was the case in the retired report, Cellular and Alternate Phones Plus is a source that is under the section entitled Content Excluded from Report.  For further information, see the Phone Summary section above. 
 

FAQ – What is the New Content and its Benefit?

 
Q: What is the new Phones Summary?
A: Instead of listing phones under the Cellular and Alternate Phones section at the bottom of the report, now cell phones are included under the Phones Summary toward the top of the report. More and better phones are also present in the Phones Summary and in the Person Summary at the top of the report that shows the best phone.

Q: What is the new Physical Description?
A: With an appropriate DPPA permissible use, Physical Description of hair color, eye color, height, weight and identifying marks displays at top of the report to help with service of process and confirmation of identity.

Q: What is the new Business Connections information?
A: Business Connections appear in the Associates section and indicate a subject is associated with this business through an operational or managerial role.  This is as opposed to the long available Business Associates info that continues to be available and indicates all other businesses that the subject is associated with, for example a business that bought or sold a property from the subject or a mortgage or lease provider.  Co-appearance in a source record qualifies as an association in the Business Associates info.  With the addition of Business Connections a clearer view of the relationship is possible due to the distinction between Connections and Associates.

Q: Is Possible Employment the same as Employment Locator?
A: Both sources provide employment information. The content is not exactly the same, but is very similar.
 

FAQ – What is the New Functionality and its Benefit?

 
Q: How are display options increased?
A: Users can use the “Details” Arrow, the +/-, and the “Show Prior” options to expand or contract the display of information in order to provide customers with more flexibility and control over the display of info.

Q: Do display options follow through to printed and downloaded reports?
A: Yes, whatever setting are selected will “stick” or follow through to printed and downloaded reports, adding convenience and saving time.

Q: What is the improvement for Relatives?
A: An improved display of degrees of separation in the Relatives subsection, part of the Associates section, is now available, allowing a better understanding of relationships between relatives.  Wherever possible we will identify that the relative is a “possible brother” etc.
 

FAQ - Miscellaneous


Q: What product is able to access the Enhanced version of the report?
A: All products that can have public records now have the enhanced report.

Q: Is there an option to return to the old SmartLinx display?
